Council Meeting Summary – September 23, 2024

Council Chamber City Hall - City of White Rock

Public Meeting   
Council heard feedback from the public regarding a Development Variance Permit (DVP) application to vary the zoning bylaw for 14591 Gordon Avenue for front and side yard setbacks to permit the construction of balconies on an existing legal non-conforming building. The balconies are proposed to project into the front and side yard setbacks. 

Council considered this DVP and it was approved later in the meeting.

Consideration Of First and Second Reading for OCP Bylaw Update – Dpa Guidelines Related To SSMUH (Bylaw 2519)   
Council directed staff to schedule a Public Hearing for an amendment to the Official Community Plan relating to Development Permit Areas that apply to Small Scale Multi-Unit Housing (SSMUH). View the report.

The Public Hearing is scheduled for Monday, October 21 at 4:00 p.m.

 

Consideration Of The First Three Readings Of Zone Amendment Bylaw No. 2520 (CD-71) – 1363 Johnston Road (ZON 20-020)   
Council received a report and gave three (3) readings to a bylaw to rezone the property located at 1363 Johnston Road. The proposal is for a four (4) storey mixed-use development that includes one (1) level of underground parking, ground floor commercial space, and three (3) storeys of apartments above.

A Public Hearing on this zoning amendment application is prohibited in accordance with Section 464 (3) of the Local Government Act, as the application is compliant with the Official Community Plan for the area. Notification of consideration of the bylaw was provided in the September 12 and 19 editions of the Peace Arch news, and 715 notices were mailed to inform owners and occupants within 100 meters of the subject property. 

 

Overnight Parking Enforcement in Marine Drive Lots   
Council received a report with options on closing parking lots on Marine Drive in the early morning (2:00 a.m. to 5:00 a.m.) and options for enforcement. 

Council directed staff to:

  • Staff bring forward an amendment to the Parks Regulation and Ticketing for Bylaw Offenses Bylaw to prohibit loitering and parking in the waterfront parking lots between 2:00 a.m. and 5:00 a.m.; and,
  • Post appropriate signage to restrict the parking of vehicles in designated waterfront lots between the hours of 2:00 a.m. and 5:00 a.m.

 

Business Application Analyst – Capital Funding   
Council approved the hiring of a full-time Business Analyst on a two (2) year contract, which will be funded by Capital budgets, to manage IT projects approved in the Financial Plan.

 

Contract Award – Electrical Work Required for BC Hydro Transformer Replacement At 1444 Oxford Street   
Council received a report for a contract award for electrical work required for the BC Hydro Transformer Replacement at 1444 Oxford Street. Council approved a $160,000 transfer from the water capital contingency to support this project. Additionally, Council awarded the electrical work to Sasco Contractors Ltd. for $507,650 (excluding GST) and awarded engineering inspection and construction support to MCW Consultants Ltd. for $8,500 (excluding GST). A pre-approved contingency of $102,850 (approximately 20%) was also authorized to support the project. 

 

Watermain Upgrade – Cypress Street from Pacific Lane to Royal Avenue    
The 100mm cast iron pipe on Royal Avenue between Cypress and Balsam Streets is set for replacement due to frequent breaks and corrosion. A 2018 design by GHD Limited recommended looping the system for better access. The project was tendered in 2019 but abandoned due to budget issues. Staff have since divided the project into three phases, starting with Cypress Street from Pacific Lane to Royal Avenue. The long-term plan involves installing a 200mm ductile iron watermain around the Pacific/Cypress/Royal/Balsam block, allowing for easier transfer of water services and reducing future supply interruptions while enhancing fire flow.

Council approved a $190,000 transfer from the water capital contingency to support this project. Council awarded the contract for the watermain upgrade to Blackline Site Works Ltd. for $452,902 (excluding GST) and approved engineering inspection and construction support from GHD Limited for $41,021 (excluding GST). A pre-approved contingency of $100,000 (approximately 20%) was also authorized to support the project. 

 

Committee Recommendation – Public Art and Culture Advisory Committee   
Council supported a recommendation from the Public Art and Culture Advisory Committee to approve the concept design for the “Welcome to White Rock” sign to be located at Johnston Road and North Bluff Road. View the concept for the sign design.

 

Bylaws Receiving Final Reading   
Two (2) bylaws received final reading:

  • Bylaw 2484 – White Rock Public Notice Bylaw   
    A bylaw to provide for alternative means of publishing a notice for topics such as public hearings, public meetings, road closures, etc. It is the intent that as long as the Peace Arch News publishes hard copy newspapers staff intends to continue to place the legislated advertising in the newspaper unless otherwise directed.
  • Bylaw 2512 – White Rock Zoning Bylaw Amendment   
    A bylaw to amend the White Rock Zoning Bylaw to remove the potential to issue a temporary use permit for a cannabis retail store at 15053 Marine Drive.
