[ARCHIVED] City Seeking Input on Zoning Bylaw Review and Update

Zoning Bylaw Review

The City of White Rock is currently reviewing its Zoning Bylaw and is seeking public input. The existing Zoning Bylaw, No. 2000, was last adopted in 2013. 

A Zoning Bylaw sets rules that determines how land can be used and how much of that land can be developed with buildings and structures, and sets limits that help to maintain the overall character of development in a neighbourhood.

The on-going zoning review will address matters, such as the clarity of standards and ease of interpretation, while also exploring opportunities to provide:

  • More opportunities for secondary suites and coach homes
  • Improved functionality of loading space design
  • Increased supply requirements for electric vehicles in multi-family developments
  • New requirements for multi-unit residential parking and short term bicycle parking
  • Additional spaces for tree-planting and natural landscaping
  • New requirements for supplying private amenity space in multi-family development 
  • A more compatible scale of housing in mature neighbourhoods
  • Alignment of the Zoning Bylaw with recent changes to building heights in the CR-3 and CR-4 zones in the Official Community Plan.

Public Engagement

Here are ways for you to get involved: 

Attend the Digital Open House

  • On Oct. 27, 2021, a digital open house will be hosted from 5:30 to 7 p.m. to present working amendments to the City’s Zoning Bylaw, hosted through the Microsoft Teams platform
  • The Open House will include a brief presentation by planning staff followed by a Question and Answer (Q & A) period
  • A digital feedback form will be made available after the Open House to allow participants to provide input on the draft Bylaw amendments

Talk White Rock Engagement Platform

  • A summary of key proposed changes for each of the major zoning regulation categories is available on the City’s TalkWhiteRock web platform
  • A Q & A tool will allow the public to ask questions regarding the key issue summaries and to receive responses from City staff

Updating the Zoning Bylaw

Following the engagement opportunities, staff will compile the comments received from the community and make final edits to the bylaw before presenting the material to the City's Land Use and Planning Committee.

At this stage, staff will recommend that Council give the amendment bylaw first and second reading followed by a formal public hearing to be held. The final adoption of the zoning amendment bylaw will be dependent on the feedback received during the public hearing and direction from Council.
