Moving to White Rock

The City of White Rock mails water utility bills to the registered owner of the property. The City automatically receives property title transfer information.  It usually takes two to three weeks for this information to be updated from the date the property transfer was registered at land titles.  

Purchasers of property in White Rock should ensure that during the conveyancing process the previous owner’s portion of the utility bill is either adjusted for on the statement of adjustments, or a final bill (special meter reading) is requested and settled.  Any amounts owing from the previous owner become the responsibility of the new owner after the title is transferred.

The City offers on-line services for viewing your utility account and receiving eBills, additionally there are different methods available for paying utility bills. 

  • Sign up for MyWhiteRock to view property tax information and to sign up for receiving your property tax notice by email.
  • Sign up for our utility billing auto-debit plan, a convenient way to ensure your utility bills are paid on-time.
  • If you prefer to pay your bills by online banking, review the payment options to help setup the online banking payee.


Special Meter Reading

Lawyers or Notaries can request a special meter reading to account for the sellers portion of the water utility bill. 

Submit a Special Meter Reading Request

Reading request specifications: Request should be submitted 12 days prior to the requested special meter reading date. Special meter readings are not available on weekends or statutory holidays. If we can’t accommodate your special reading request date, we will complete the reading on the next available date. 


Moving from White Rock

  • If you are moving out of White Rock and have signed up for our utility billing auto-debit plan, don’t for get to cancel your plan.  
  • If you setup the City of White Rock as a payee for utility bills though online banking, remember to delete the City from your online banking.
  • Sellers of property in White Rock should ensure their lawyer or notary either adjusts for their portion of the water bill on the statement of adjustments or requests a final bill (special meter reading) and pays the final bill as part of the conveyancing process.


Moving within White Rock

  • If you are moving within the City and have signed up for our utility billing auto-debit plan, you will need to cancel your old plan and start a new plan on the new property.  
  • If you setup the City of White Rock as a payee for utility bills through online banking, remember to delete your payee and add a new payee with the new folio number.  Payment option instructions will help set up the online banking payee.
  • Sellers of property in White Rock should ensure their lawyer or notary either adjusts for their portion of the water bill on the statement of adjustments or requests a final bill (special meter reading) and pays the final bill as part of the conveyancing process.
