Resident Parking
Resident Parking Permits
Resident Parking Permits are designated for Permit Parking Only areas on the block printed on the front of the permit and the next adjacent block.
- The permit can be used by residents or their visitors.
- The permit must be hung from the vehicle's rear view mirror, address side facing out, to avoid being ticketed.
- Vehicles not displaying a permit within the Permit Parking Only areas will be ticketed or possibly towed at the owner’s expense.
- Permits are not valid in Pay Parking or Time Limited Parking areas.
- Permits are only valid during the calendar year that is displayed on the permits.
- All other City bylaws must be adhered to when using a permit, such as not parking on City property for 72 consecutive hours.
- Parking spaces are limited and the City does not guarantee that spaces will be available at any given point in time.
Purchase a Resident Parking Permit
Provide a valid British Columbia driver's license showing your current White Rock address. Parking permits are non-refundable. The 2025 Resident Parking Permits are $16.00 for the first 2 and $35.00 each for the 3rd and 4th permit, plus GST.
Online:
Request a Residential Parking Permit. A customer service representative will confirm your purchase and mail the permit(s) to the address provided on the request form. In the interim, please park a few blocks away, outside of the Permit Parking area, or in Pay Parking until you receive your permit(s) in the mail.
In Person:
At the Finance Department at City Hall, Monday to Friday (except statutory holidays) from 8:30 a.m. to 4:30 p.m.
Obtaining a Resident Parking Permit
- Up to four permits can be purchased for each dwelling unit. Where there is a suite within a house, up to four permits may be purchased by those who live in the suite.
- Up to four permits can be purchased for each unit within a condominium or apartment building.
- Proof of residency is required to purchase a permit, please bring your driver’s license, BC Identification card or two of the following showing your White Rock address: property tax notice, Revenue Canada notice of assessment, utility bill, rental agreement, bank statement or phone bill.
Replacing lost Resident Parking Permits
- Each year, up to four replacement permits per dwelling unit can be purchased. Replacement permits are $16 each (plus GST).
- The serial numbers of the lost permits will be recorded and any vehicle found displaying the lost permit will be ticketed or possibly towed at the owner’s expense.
- You will be required to inform the Finance Department of which serial numbers you have remaining in your possession before a replacement permit can be purchased (this is to ensure that the lost permit serial number can be recorded).
Special Event Parking Permits
- Temporary one-day permits for special events can be acquired from the Finance Department at City Hall. The date for which they are valid will be written on the permit.
Resident Parking Decals
Resident parking decals are available for sale to full time residents of the City of White Rock. With the parking decal, residents can park for up to four hours per day at any of the below City of White Rock's pay parking areas, unless posted otherwise:
- Marine Drive including the parkades
- Centennial Arena
- City of White Rock parking meters around Peace Arch Hospital
(street parking only, not the Impark parking lot)
Vehicles with Veteran license plates receive free parking for up to four hours per day at all City of White Rock pay parking areas (City owned or leased) - no parking decal is required.
Purchase a Resident Parking Decal
Provide a valid British Columbia driver's license and current owner's certificate of insurance and vehicle license. Both documents must show your current White Rock address. Parking decals are non-refundable and non-transferable between vehicles. The 2025 parking decal is $59.00, plus GST.
Online:
Request a Residential Parking Decal or Resident Parking Permits. A customer service representative will confirm your purchase and mail the decal(s) to the address provided on the request form. Please pay for parking in all pay parking areas until you receive your decal(s) in the mail.
In Person:
At the Finance Department at City Hall, Monday to Friday (except statutory holidays) from 8:30 a.m. to 4:30 p.m.
Resident Parking Decals are valid for a calendar year, January 1 to December 31 and are not prorated. Decal sales start in in November for the following calendar year and can be used right away once purchased.
Decal placement
The Resident Parking Decal must be affixed to the lower inside corner of the driver's side of the windshield. The decal number is registered to your license plate number. If you change license plates you must register your new plates to match the decal. Contact the Finance Department to update your vehicle license plate information at finance@whiterockcity.ca or 604-541-2100.
Sale of vehicle or windshield replacement
Before selling or replacing the windshield of the vehicle with the Resident Parking Decal, remove the decal from the windshield. The decal can be placed on the new windshield or new vehicle. If the decal can not be removed or you receive a new license plate, please contact the City at 604-541-2148.
Decals are not valid at:
- Not entitled to park on streets posted as 'Permit Parking Only'
- Not valid at the “Limited Time Parking” meters at Centennial Arena, posted as 1/2 hour short term
- Not valid in the Hospital's private parking lots
- Not valid to park on the south side of Marine Drive between Finlay Street and Stayte Road (Surrey meters)
