Council Chamber City Hall - City of White Rock

Moment of Silence
Council observed a moment of silence in honour of the passing of Her Majesty, Queen Elizabeth II.


Delegations
Two (2) delegations appeared before Council:

  • To discuss the permit process for a paved driveway at 15510 Columbia Street. 
    • It was confirmed that the permit for the driveway has now been issued by staff and that the applicant can move forward with the driveway.
  • Friends of Semiahmoo Bay Society natural history signs at the White Rock Pier. 
    • Council adopted a resolution to reinstall the original signs from the Friends of Semiahmoo Bay Society at the Rotary Clock Plaza in Memorial Park in a way that provides minimal impact on sightline and views. 


Integrated Transporation Infrastructure master Plan
Council reviewed the Draft Integrated Transportation Infrastructure Master Plan as presented by Urban Systems. 


Helen Fathers Centre Street Walkway Update
Council received an update report on the Helen Fathers Centre Street Walkway project and authorized the Mayor to sign the contribution agreement between the City and Infrastructure Canada in the amount of $996K for the successful award from the Active Transportation Fund.


White Rock Financial Plan (2022-2026) BYLAW, 2022, NO. 2428, AMENDMENT NO. 2, 2022 NO. 2442
Council received a report regarding an amendment to the White Rock Financial Plan (2022-2026) to:

  • Add $75K to the 2022 Financial Plan for an environmental study for a property acquisition, funded from Community Amenity Contributions (CACs);
  • Add $320K for a daytime warming shelter from Nov. 1, 2022 to Dec. 31, 2022 funded from the Union of British Columbia Municipalities (UBCM) Strengthening Communities’ Services grant; and,
  • Increase funding for the Helen Fathers Centre Street Walkway project from $1.419M to $3.400M funded from grants and CACs.

Bylaw 2442 was given three readings later in the agenda. Public input on this Bylaw will be received at the Regular Council meeting on Oct. 32022.


Emerson Park - Phase 2 Playground Equipment Review
An upgrade to Emerson Park playground took place this summer with “Phase 1” of the park being installed with equipment targeted for children aged 2 to 5.  In May, Council directed staff to bring forward a subsequent report with options for additional park equipment for children aged 5 to 12 (Phase 2 of the project).

After reviewing the options presented by staff, Council directed to move forward with design option #1 (a climbing feature) which would be placed next to the current playground.


Regional Public Works Mutual Aid Agreement
Council adopted a motion in support of having the city enter into a Regional Public Works Mutual Aid Agreement with other Metro Local Governments. 


Daytime Warming Shelter Single Sourcing Request to Award Fall/Winter 2022-2023 Contract for Services
Council awarded Engaged Communities Canada Societies with the contract for the operation of a daytime warming shelter from Nov. 1, 2022 to March 31, 2023 in the amount of $450K. 

The City received $320K for this project through UBCM Strengthening Communities grant funding. Council has budgeted 80k for 2023 for this project and has reached out to the City of Surrey to request an equivalent amount to be contributed.

A representative of Engaged Communities of Canada Societies will be invited to attend the Oct. 3, 2022 Regular Council meeting to answer any questions in regard to the facility.  


Status Update of Council's 2021-2022 Top Priorities
An updated progress report was provided on Council’s top priorities.


Land Use and Planning Committee
Following the Land Use and Planning Committee meeting held earlier in the evening, Council directed staff to advance two (2) projects to the next stage in the application review process. Both applications are requesting a rezoning to enable a two-lot subdivision at:

  • 15931 Buena Vista Avenue; and,
  • 15941 Buena Vista Avenue


Housing Advisory Committee
Council endorsed two (2) recommendations from the Committee:

  • Directing staff to prioritize Community Amenity Contribution (CAC) funding for affordable housing projects, with an emphasis on inclusive affordable housing; and,
  • Requesting that Council consider partnership opportunities with non-profit agencies for inclusive adorable housing projects within the City.


Environmental Advisory Committee
Council directed staff to prepare a report on the inclusion of a biofiltration component within the Stormwater Management Improvements on Marine Drive project.


Arts and Cultural Advisory Committee
Council endorsed a recommendation from the Committee regarding the establishment of a Placemaking Committee for the next Council term.


Bylaws Receiving Final Reading

  • Two (2) bylaws received final reading for not-for-profit permissive tax exemptions (Bylaw 2437 for the Centre for Active Living [for 2023-2025], and Bylaw 2436 for Options Community Services Society, Peace Arch Hospital and Community Health Foundation, Peach Arch Hospital Auxiliary Society, Sources Community Resource Society and White Rock Players Club [for 2023-2027]).
