Council recognized Robert Heath, an Auxiliary Fire Fighter with White Rock Fire Rescue, for his 45 years of dedicated service to the White Rock Fire Department.

Delegations
Two (2) delegations came before Council regarding the 2024 Day of Mourning (April 28) for workers killed or injured on the job and National Poetry Month.
Business Improvement Association (Bia) Survey Information and Process
Council directed staff to use TheWGroup to conduct a BIA member survey at the cost of $8,875. The survey will be commencing May 17, 2024, and will be available for a three (3) week period. Results from the Survey are anticipated to be provided back to Council at the June 24 regular Council meeting.
2023 General Fund Operating Surplus Allocation
Council received a report on the 2023 general fund operating surplus and directed staff on the allocation of these funds.
It was directed that funds be put towards:
- Increases to wages and benefits following the CUPE Local 718 settlement as well as exempt compensation following Council Policy No. 403 that are over and above what has been allocated within the 2024 financial plan;
- The new ERP/Financial System project;
- The General Operating Fund Accumulated Surplus reserve;
- Pier restoration
- The Community Hub project and,
- Unallocated surplus (to be used on an as-needed basis for items such as infrastructure improvements).
Recommendation from the Public Art and Culture Advisory Committee
Council supported a recommendation from the Committee allocating $10,000 to go towards improvements and updates for the existing White Rock sign at the south-west corner of Johnston Road and North Bluff Road, in collaboration with one of the owners of the site. Staff will also be providing a corporate report back to Council outlining potential options for the project.
Bylaws Receiving Final Reading
The following Bylaws received final reading:
- Bylaw 2499 – White Rock Zoning Amendment Bylaw in relation to Air Space;
- Bylaw 2500 – White Rock Zoning Amendment Bylaw in relation to short-term rentals;
- Bylaw 2501 – White Rock Zoning Amendment Bylaw in relation to secondary Suites);
- Bylaw 2502 – White Rock Parks Regulation Amendment Bylaw in regard to loitering in the waterfront park areas between the hours of 2:00 a.m. and 5:00 a.m.; and,
- Bylaw 2503 – Ticketing for Bylaw Offences Bylaw amendment regarding section B7 (fees).
The next Regular Council meeting is scheduled for Monday, April 29, 2024.
