Public Hearing/Meeting – Temporary Use Permit 23-015 1554 Foster Street (Imagine Cannabis)
A Public Hearing/ Meeting was held for a temporary use permit and a cannabis licence referral which, if approved, would enable the establishment of a non-medical cannabis retail store at 1554 Foster Street. Council will consider issuance of the Temporary Use Permit at the July 15, 2024, Council meeting.

City of White Rock 2023 Annual Report
Members of the public were invited to attend to provide questions and comments regarding the City of White Rock 2023 Annual Report (click here to view). The Annual Report includes statistical information, departmental overviews, information on civic grants-in-aid, permissive tax exemptions, capital projects, and a progress report on the progress of Council’s Strategic Priorities.
Council received public comments / questions and endorsed the 2023 annual report as presented.
2023 Statement of Financial Information (SOFI)
Council approved the 2023 Statement of Financial Information (SOFI), which includes the City’s audited 2023 Financial Statements. The SOFI is prepared each year in accordance with the Financial Information Act.
Generations Playground Splash Pad – Early Concept Review and Recommendations
Council reviewed three (3) potential concept designs for a splash pad at Generations Playground. Council directed staff to proceed with Concept Design #1, with work expected to begin this fall. Click here to view the design options and visual reference guide.
Public Art and Culture Advisory Committee – Recommendations
Council approved two (2) recommendations brought forward by the Committee regarding:
- A selected artist for the public art in the Johnston Road crosswalk; and
- A Class C event for an uptown festival shopping crawl to be held in November 2024.
Bylaw Receiving Final Reading
- Bylaw 2504: White Rock Financial Plan (2024 – 2028) Amendment Bylaw, which includes:
- carry forwards of budgeted but unspent items from 2023, which are being carried over into the 2024 financial year;
- updated budget amounts related to Council’s updated Exempt Compensation Policy; and,
- updates to reserve fund balance based on the 2023 General Fund Surplus allocations approved by Council at their April 15, 2024 Regular Council meeting.
Mayor Knight has called a Special Council meeting to reconsider Bylaw 2506 – White Rock Zoning Bylaw, 2024, No. 2506 on Thursday, June 27 at 6:00 p.m. View the Special Meeting Notice and Agenda.
The next Regular Council meeting is scheduled for Monday, July 15, 2024.
