Council Meeting Summary – October 3, 2022

Council Chamber City Hall - City of White Rock

Delegations

Members from the White Rock Events Society appeared before Council to discuss plans for the 2023 White Rock Sculptures Competition.

Council supported a recommendation to provide $30,000 to assist in preparations for the event for 2023.


Engaged Communities Canada Societies – Daytime Warming Shelter

A member from Engaged Communities Canada Society attended to answer questions regarding the Daytime Warming Shelter


Emerson Park Additional Playground Equipment - Contract Award

Council awarded the contract for an additional play structure at Emerson Park to Habitat Systems Inc. in the amount of $131,771. The additional play structure is a climbing feature for children aged 5 to 12.


2022 Committee Annual Report

Council received annual reports from each of the city’s select committees.

Earlier in the evening a Committee Volunteer Appreciation Ceremony was held to thank committee members for their continued dedication and support. 


Economic Development Advisory Committee

Council supported a recommendation directing staff to create and provide a business welcome package to any new or recurring business license permit applicant containing a handout with an economic summary for White Rock. 


Environmental Advisory Committee

Council endorsed a recommendation from the Committee regarding vegetation control on the hump. Further consideration on this recommendation will be included in 2023 budget discussions. 


BYLAW 2445 – Authorization for Construction of Helen Fathers Centre Street Walkway

Council received written and in-person submissions regarding Bylaw 2445.  Final reading of the bylaw was tabled to a future Council meeting.


BYLAW 2397- White Rock Zoning Bylaw Amendment for 1539 Maple Street

Council adopted this bylaw to permit a three storey 53-unit development comprised of a mix of ground oriented and stacked townhouses and corresponding Development Permit 421 for 15631 RUSSELL AVENUE AND 1509, 1529, 1539, 1549 and 1559 MAPLE STREET was issued.   


Development Permist 445 - 15385 Semiahmoo Avenue 

Council adopted Development Permit 445 for monument signage at 15385 Semiahmoo Avenue


Metro Vancouver Resolutions from White Rock

Council adopted three (3) resolutions which will be provided to Metro Vancouver for consideration, which requested that Metro Vancouver:

  • Facilitates collaboration and consultation between the City of White Rock and other member municipalities and First Nations, surrounding the City of White Rock municipal boundaries in the preliminary development of long-range and current planning policies or initiatives;
  • Convene a working-group to jointly plan the development of the Semiahmoo Town Centre, between the City of White Rock, City of Surrey, Semiahmoo First Nation, Translink and Metro Vancouver; and, 
  • Commission a study of the potential effects that may result to nearby aquifers as a result of the development of the Campbell Heights area. 


Bench in Memory of Councillor Helen Fathers

Council adopted a resolution to work with the White Rock Farmers’ Market for a memorial bench to be placed on Russell Avenue, facing the whaling wall, in memory of Councillor Helen Fathers and for her love and support of the community.
