Council Chamber City Hall - City of White Rock

Special Presentation
Deputy Fire Chief Norm MacLeod attended the meeting to discuss his experience assisting with the Burnaby Urban Search and Rescue team for earthquake relief in Turkey.


Question and Answer
Five (5) people attended the meeting in person to ask questions/ provide comments for question and answer period. View the questions and staff responses. Questions and answers (once available) will be posted on the City website following the meeting. 


Delegations and Presentations
The Executive Director of the White Rock Business Improvement Association (BIA) attended to provide information on who the BIA is and what they do in the community. Marketing and promotion metrics from 2022 were also discussed. 


Events 2023 – Pier Use
Council approved two events to be held on the White Rock pier in 2023:

  • Picnic on the Pier – a ticketed event anticipated to take place in August, featuring dinner, entertainment, and a raffle.
  • Charcuterie on the Pier – a ticketed event anticipated to take place in September featuring an attempt to break a world record for the longest charcuterie board.

Both events are fundraisers for the Peace Arch Hospital Foundation and will be held as “Category C” (City Sponsored) events.

White Rock Freedom of Information Bylaw, 2023 No. 2457
Council received for information, and later passed initial readings, for a Bylaw to introduce an application fee for Freedom of Information (FOI) access requests in White Rock. The bylaw stipulates a $10 fee for those submitting an FOI for City records and was brought forward due to changes within the FIPPA Legislation.

Council Code of Conduct Bylaw
In accordance with new legislation within the Community Charter, Council received a report regarding the establishment of a Code of Conduct for Council members. The Council Code of Conduct Bylaw received initial readings.


Development Variance Permit
Council issued two (2) Development Variance Permits following a Public Meeting that was held on these applications on February 27:

  • Development Variance Permit No. 448 – 1122 Vidal Street (seeking relief for a setback requirement for a free-standing canopy at 1122 Vidal Street – Galaxie Craft Brewhouse); and,
  • Development Variance Permit No. 449 – 13836 Marine Drive (seeking relief from the maximum height requirement to allow for a decorative chimney and ironwork for the residence).
