Council Chamber City Hall - City of White Rock

Special Presentation

Members from the Semiahmoo Secondary Thunderbirds basketball team were in attendance and were recognized by Council for their outstanding season. The team won the first senior boys Provincial title in Semiahmoo Secondary’s school history.


Public Hearing

A Public Hearing was held for Bylaw 2451 (15495 Oxenham Avenue) which proposes to rezone the property to allow for the construction of a duplex.

Four (4) people attended the meeting in person to ask questions/ provide comments for question and answer period.  View the questions and staff responses.


Presentations

Staff Sargent Pauls attended to provide the White Rock RCMP quarterly report, for the period of January – March 2023.


White Rock Financial Plan and Tax Rate Bylaws

Council received the finalized City of White Rock Financial Plan for the period of 2023-2027 and the associated bylaws for the 2023 Property Tax and Utility Rates. Final readings for these bylaws will be considered at the May 1 Council meeting.

2023 Paving Program – Contract Award

Council awarded the 2023 Paving Program to Mainland Construction ULC (doing business as Winvan Paving). This year’s Paving Program will service the following locations:

  • Thrift Ave between Best Street and Finlay Street.
  • Kyle Crescent east of Best Street.
  • City Hall/RCMP Parking Lot between Fir Street and Centre Street.
  • Kent Street between Columbia Avenue and Marine Drive.
  • Parker Street between Cliff Avenue and Buena Vista Avenue.



Initial Review of 1454 Oxford Street – Building B Unit Count Change

Council directed that a public hearing take place for a multi-family development at 1454 Oxford Street. A bylaw and OCP amendment for this site were adopted by Council in 2017. The applicant is now looking to amend the number of units in “Building B” from 43 to 125 units.


Information Report Update – Application for Liquor Primary Licence for 15165 Russell Avenue (LL 22-035)

Staff provided additional information on a Liquor Application Licence for 15165 Russell Avenue. Hours of operation were provided in comparison to the two (2) other licensed establishments at 1513 Johnston Road. View the report. 

A Public Hearing for this application will be held on May 1, 2023.
 

Bylaws Receiving Final Reading

Two (2) bylaws received final reading:

  • Council and Committee Procedure Bylaw No. 2459 (With this amendment, Regular Council meetings will now start at 4:00 p.m.)
  • 2023 Fees and Charges Bylaw, 2022, No. 2447, Amendment No. 1, 2023 No. 2460 (Updating the bylaw in regard to 2023 waterfront parking rates)


Development Variance Permit No. 450 (1588 Johnston Road)

Council issued Development Variance Permit No. 450 (1588 Johnston Road) which allows for relief from the minimum residential visitor parking stall designation requirement of 53 to permit a shared parking scheme (allowing 18 of the 57 residential visitor parking stalls for commercial use during business hours).
