Council Chamber City Hall - City of White Rock

Public Hearing

A public hearing was held regarding Bylaw 2439 for 14937 Thrift Avenue and 1441, 1443-45, 1465 Vidal Street. This application proposes a multi-unit residential project that consists of purpose-built rental and affordable housing apartments ranging from studios to 3-bedroom units to be built. Third reading for the Bylaw was provided later in the evening.
 

Question and Answer Period

Five (5) residents attended to provide submissions for question and answer period. Three (3) additional submissions were also provided to Council On Table.

All question and answer period submissions and their responses can be viewed on the City website.


Delegations

Two (2) delegations appeared before Council to discuss:

  • The 2023 to 2027 Financial Plan and suggested a committee be established in order to facilitate greater community participation; and
  • Support for further maintaining of vegetation on the hump.



Food Pantry Agreement

Council endorsed the terms for a Food Pantry Agreement to be established between the City and Peninsula United Church. The Food Pantry, located in the City owned parking lot at 1510 Johnston Road, was started on a trial basis in 2021 following a request from Peninsula United Church. Food items are donated by local residents and are available for those dealing with food insecurity.


BC Hydro Transformer Replacement at 1444 Oxford Street

An update report was provided to Council on BC Hydro replacement plans for a transformer located at 1444 Oxford Street, budget reallocation was provided and staff were approved to award the project to perform electrical design work in the amount of $38,300 to MCW Consultants Ltd.


Contract Awards

Council approved the award of contracts for the following projects:

  • Centennial Park North Wall and Sidewalk Project; and,
  • Janitorial Services and Supplies for the cleaning of washrooms along the waterfront and at Centennial Park, as well as public facility cleaning at the City Hall, RCMP, Kent Street Activity Centre, Centre for Active Living, the Library and White Rock Community Centre.



Amendment (Time Extension) to Development Permit 400 – 1454 Oxford Street (23-01)

Council approved a time extension for Development Permit 400 for an additional six (6) months for a multi-unit residential project at 1454 Oxford Street.


Housing Advisory Committee Recommendation 

Council endorsed a recommendation from the Housing Advisory Committee for them to review and provide potential feedback on the Affordable Housing Framework document.
