Special Presentation
Members of the White Rock South Surrey Titans Football (U10) team attended in recognition of their 2023 Vancouver Minor Football League and Provincial Championship win.

Delegations
Council received a delegation from the Green Teams of Canada that outlined the impacts the organization had in 2023 in White Rock noting the partnership they have with the City.  


Speed and Traffic Calming Update
Council endorsed a prioritization plan with various speed and traffic calming initiatives following the completion of the Integrated Transportation and Infrastructure Master Plan. Council directed staff to proceed with the project prioritization as outlined in the report.


Contract Award – Johnston Road Phase 2
Council received a follow-up report on the Johnston Road Phase 2 project giving the following direction:  

  • Approved the award of Johnston Road Phase 2 to Crown Contracting Ltd. in the amount of $3,061,979 (excluding GST) and allowed a single lane of southbound traffic flow along Johnston Road between Russell Avenue and Thrift Avenue for the duration of construction;
  • Approved the award of full-time engineering inspection and contract administration for Johnston Road Phase 2 to R.F. Binnie & Associates Ltd. in the amount of $185,000 (excluding GST) to bring the project to completion;
  • Authorized the pre-approved contingency in the amount of $800,000 (approximately 25%) to support the project;
  • Authorized staff to enter into an agreement with Crown Contracting Ltd. for the mid-block pedestrian activated crosswalk on Johnston Road, south of North Bluff Avenue, subject to the price being within the budget approved in the 2023 Financial Plan for this project; and
  • Authorized the Director of Engineering and Municipal Operations to execute all contract documentation required for the project. 

Work will start on this project in March 2024, it is anticipated to be completed within six (6) months. Phase 2 includes the portion of the corridor between Russell Avenue and Thrift Avenue.

Updated 2024-2028 Consolidated Financial Plan – Draft No. 2
Council received an update on the 2024-2028 draft Consolidated Financial Plan and directed staff to prepare the 2024-2028 Financial Plan bylaw for consideration at the next scheduled Council meeting.


Community Hub Financial Analysis Options
Council awarded the proposal from Urban Systems’ Land Economics Group to perform a financial analysis and development options for the Community Hub Development to be funded from the Community Hub Capital Reserve. View options for this project provided by Urban Systems. 

 

Committee Recommendations – Housing Advisory Committee
Council supported a recommendation from the Committee outlining six (6) strategies to create a long-term affordable housing framework. View the strategies and report from the Director of Planning and Development Services.
 

Bylaws Receiving Final Reading 
Bylaw 2493, an amendment Bylaw for the Collection, Removal, Disposal and Recycling of Solid Waste Bylaw, received final approval. This bylaw amendment corrects the collection hours for solid waste to be between 7:30 a.m. and 7:00 p.m.
