Delegations
The Executive Director of the White Rock Business Improvement Association provided an update on the organization's recent activities.

 

White Rock Business Improvement Area Bylaw 2025
Council directed staff to collaborate with the White Rock Business Improvement Association (WRBIA) to develop a survey for circulation to the commercial property owners and retail businesses regarding the WRBIA service. The current WRBIA Bylaw expires in December 2024.

 

2024 Grants-In-Aid
Council allocated grants in the total amount of $25,000 to a number of organizations in the White Rock/ South Surrey area. Learn more about the Grants in Aid process on the city website. 

 

Secondary Suite And Short-Term Rental Regulations Zoning Bylaw Update
Council received a report and later gave three (3) readings to zoning bylaw amendments for secondary suites and short-term rental regulations. This was brought forward to align with new Provincial regulations related to Bill 44 and Bill 35.

 

Proposed Zoning Amendment Bylaw to Include Air Space Parcels
Council received a report and later gave three (3) readings to a proposed text amendment to the zoning bylaw in relation to air space parcel subdivisions.

 

Initial Review of 14990 North Bluff Road
Council directed staff to proceed to the next stage in the application review process for an application at 14990 North Bluff Road. The application is looking to change the zoning at the property to allow for the development of two (2) 6-story wood frame buildings, one of which would be market rental housing. Parks Regulation Bylaw and Ticketing For Bylaw Offences Bylaw Amendments
Council received a report and later gave three (3) readings to an amendment for the Parks Regulation Bylaw and Ticketing for Bylaw Offence Bylaw. Changes to the bylaw are coming forward to allow for the closure of parks (Promenade, Pier, Bayview Park, Memorial Park, and Grand Chief Bernard Charles Memorial Plaza) between the hours of 2:00 a.m. and 5:00 a.m.  

  

Recommendation From the Public Art and Culture Advisory Committee
Council supported a recommendation from the Committee directing staff to determine a plan for the replacement of the Heroes mural on the West Beach Parkade wall.

 

Bylaws Receiving Final Reading
The following Bylaw received final reading:

  • Bylaw 2498 -Ticketing for Bylaw Offences Amendment Bylaw in relation to Schedule B10 (Street and Traffic Fines)

 

The next Regular Council meeting is scheduled for Monday, April 15, 2024.
