Council Meeting Summary – October 7, 2024

Question and Answer Period

Delegation: White Rock Business Improvement Association (BIA)   
The Executive Director and Board Chair from the White Rock BIA provided a presentation to Council highlighting the strengths of the organization, and a proposed mandate for a new BIA Bylaw. The current bylaw is set to expire at the end of this year.

Council reviewed a report on a new proposed BIA Bylaw and supported:

  • A five (5) year term (2025-2029)
  • Annual amounts for the BIA levies for each year of the five (5) year term to be a 4% increase from the previous bylaw; and
  • The newly proposed mandate.

The City will be conducting a mail-out for all properties within the designated BIA Bylaw area as part of a legislated counter-petition process. 


Presentation: Metro Vancouver – Where Matters – Walkability Relationship with Health and Climate Change   
Members from Metro Vancouver attended to discuss Metro 2050’s vision for walkable communities. View the presentation here.


Helen Fathers Centre Street Walkway Improvement Update   
Council directed staff to proceed with planting on Centre Street in Spring 2025 for $100,000 (excluding GST). They also instructed staff to perform renovation pruning on the laurel hedge along the Centre Street Walkway between Victoria Avenue and Marine Drive to approximately 

3 feet above ground in Spring 2025, funded separately from the Parks Department operating budget.

Additionally, Council approved the award of construction services to Graywood Construction Ltd. for the repair of the failed retaining wall north of Marine Drive on Centre Street for $60,122 (excluding GST) and authorized a pre-approved contingency of $17,578 (approximately 25%) to support the retaining wall project.


2024 White Rock Paving Program – Contract Award     
Council awarded the contract for the 2024 White Rock Paving Program to All Roads Construction, for $965,676.60 (excluding GST).

Generations Playground Splash Pad Update   
Council supported the final concept drawing and directed staff to proceed to the detailed design phase for the Generations Playground Splash Pad. The project is set to provide numerous community benefits, including increased play opportunities, enhanced inclusion and accessibility, improved cooling and fun, multi-generational appeal, and better park utilization. The Peach Arch Hospital Foundation (PAHF) generously contributed $100,000 to support the relocation and repurposing of existing fitness equipment, as well as the purchase of new equipment.


Bylaw Receiving Final Reading   

  • Bylaw 2513 – Fees and Charges Amendment Bylaw
    Bylaw 2513 amended schedule “N” on the 2024 Fees and Charges Bylaw regarding parking services (fees for parking decals and residential parking permits).
