Council Meeting Summary – October 21, 2024

PUBLIC HEARING: BYLAW 2519 – OFFICIAL COMMUNITY PLAN BYLAW AMENDMENT (DEVELOPMENT PERMIT AREA GUIDELINES)   
Council held a Public Hearing on an amendment to the Official Community Plan regarding Development Permit Area Guidelines. To learn more about this amendment view the public information package.

Later in the meeting, Council gave third and final reading to Bylaw 2519.

 

PUBLIC MEETING   
Public Meetings were held for two (2) Development Variance Permits:

  • Development Variance Permit (DVP) No. 460 (943 Lee Street)

DVP 460 would vary Zoning Bylaw regulations for the interior side yard and rear yard setbacks to permit an existing ancillary barbeque structure in the rear yard. The DVP would also allow for a variance to the maximum permitted projection into the rear and interior side yard setbacks for eaves and gutters.

  • Development Variance Permit (DVP) No. 461 (15170 Columbia Avenue)

DVP 461 proposes to vary Zoning Bylaw off-street parking regulations for an Accessory Bed and Breakfast use from one to zero.

DVP 460 and 461 were approved and issued by Council later in the meeting.

DELEGATION: BC SPCA   
Members from the BC SPCA appeared before Council to provide an update on their activities in White Rock in 2023, and information about other BCSPCA programs and services.

 

DAYTIME WARMING CENTRE NEXT STEPS   
Council received a corporate report with potential options for a warming centre for 2024/2025. 

Council directed staff to proceed with the operation of the Daytime Warming Centre at Centennial Park and awarded the contract for the 2024/2025 Emergency Daytime Warming Centre to Lookout Housing and Health Society & Engaged Communities Canada Society for $409,970.41. The budget was increased to this amount to enable daily operations from November 1, 2024 to March 15, 2025. An additional $49,970.41 was allocated from operating contingency and prior year surplus for the warming centre budget. Council also authorized the hire of extra security to patrol the surrounding area outside of operating hours, allocating an additional $30,000 from operating contingency and prior year surplus for this purpose. Finally, direction was given for a Warming Centre Volunteer Group to be established to assist with area cleaning.

 

CONTRACT AWARD – AUDIT SERVICES 2025-2029   
Council approved the award of the Audit Services contract for a five-year term, covering the 2025-2029 financial years, to KPMG LLP for a total of $391,500 (excluding GST). Additionally, Council authorized a pre-approved budget contingency of $39,150, which represented 10% of the contract amount, to support any unanticipated needs.

 

CONTRACT AWARD – COUNCIL CHAMBERS RELOCATION   
Council directed that the relocation of the Council Chambers will be at the White Rock Community Center and approved the award of the relocation project to Crescent Electrical Contractors Ltd. for $36,000 (excluding GST). Council also approved the award of engineering support for the City Hall Renovations project to Dialog for $50,000 (excluding GST).

 

COMMITTEE RECOMMENDATIONS: PUBLIC ART AND CULTURE ADVISORY COMMITTEE

Councill supported several recommendations from the Public Art and Culture Advisory Committee related to:

  • Walkway Signage (directing staff to proceed with the procurement and installation of walkway signage in up to 16 locations)
  • Maccaud Park Placemaking (directing staff to investigate the feasibility of reconstructing the “Gateway to Happiness”) 
  • Uptown Festive Shopping Crawl (approving staff to allocate funds from the Placemaking Fund for the purchase of four (4) more wreaths for the upcoming holiday season)

 

BYLAWS RECEIVING FINAL READING

  • Permissive Tax Exemption Bylaws – Bylaw 2516 (2025-2029 for Mann Park Lawn Bowling Club) and Bylaw 2515 (2025 for White Rock BIA) : Bylaws to provide an exemption from municipal property taxes under section 224 of the Community Charter.
  • Bylaw 2522 – White Rock Parks Regulation Amendment Bylaw: A bylaw to amend the White Rock Parks Regulation Bylaw in regard to parking in the waterfront parking lots.
  • Bylaw 2521 – Ticketing for Bylaw Offences Amendment Bylaw: A bylaw to amend the Ticketing for Bylaw Offences Bylaw in relation to Schedule B7 - White Rock Parks Regulation Bylaw.
