Public Meeting – Temporary Use Permit 23-001 1484 Johnston Road (Civic Address 1478 Johnston Road)
A public meeting was held for a temporary use permit (TUP) application requesting an extension for a previously approved TUP for the continued use of a non-medical cannabis retail store at 1484 Johnston Road (civic address 1478 Johnston Road).
Later in the meeting Council approved the TUP for an additional three (3) years.
Semiahmoo Community Safety Society
Members from the Semiahmoo Community Safety Society attended to provide information on the organization and how members of the public can get involved.

Draft 2023 Audited Financial Statements
Council accepted and approved the 2023 Draft Audited Financial Statements.
Application For Cannabis License Referral and Temporary Use Permit – 1554 Foster Street (TUP/LL 23-015)
Council directed staff to schedule a Public Meeting for a Temporary Use Permit (TUP) for a cannabis license referral at 1554 Foster Street.
TransLink 2024 Cost-Share Funding Agreements
Council received a corporate report regarding the TransLink 2024 Cost-Sharing Funding Agreements. The City has received funding from TransLink through the 2024 cost-sharing program for the Buena Vista-Johnston to Best Bike Path and the Oxford/Russell Crosswalk. Council endorsed the 2024 Consolidated Five-Year Financial Plan be updated to reflect the grant contributions for these projects.
Pier Accessibility Improvement Options
Council directed staff to research grant opportunities for Pier accessibility improvements and to include a funding request for consideration during 2025 Financial Plan discussions.
Bylaws Receiving Final Reading
The following bylaws were approved:
- Bylaw 2505 – Street and Traffic Amendment Bylaw (housekeeping amendments only)
- Bylaw 2490 – 2024 White Rock Annual Rates Bylaw (2024 Tax Rate set at 4.82%)
Trial Period Allowing Dogs on the Promenade April-October 5:30 a.m. To 9:00 a.m.
Council directed staff to post a survey on the Talk White Rock platform regarding a trial period for dogs on the promenade between April and October during the hours of 5:30 a.m. to 9:00 a.m.
The survey is expected to be available May 15th through to end of business day June 14, 2024.
Results will be provided back to Council for consideration at a future meeting.
The next Regular Council meeting is scheduled for Monday, May 27, 2024.
