City Of White Rock Warming Centre Update
The Director of Recreation and Culture shared an update on the Warming Centre at Centennial Park, which will be open daily from 7 a.m. to 10 p.m. through March 15, 2025.
The City has been recruiting volunteers to serve as Warming Centre Park Ambassadors. These volunteers will work in pairs to help maintain the cleanliness of the park, serve as a visible presence, and report any concerns or issues to the White Rock RCMP. Their efforts will ensure the Centennial Park area remains safe, welcoming, and well-maintained.
2025 Events and Policy Review
Council reviewed and approved a number of proposed events for 2025, as well as an updated Special Events Policy. Learn more about the proposed events.
Housing Accelerator Fund Application – Second Intake
In August 2023, the City applied for funding through the Federal Housing Accelerator Fund (HAF), administered by the Canada Mortgage and Housing Corporation (CMHC), to support accelerated housing development. The City proposed seven actions aligned with HAF criteria and its existing Official Community Plan, many of which were addressed by the implementation of Small-Scale Multi-Unit Housing (SSMUH) legislation. However, the City was not successful in securing funding during the 2023 application round. A second intake opened in July 2024 with a submission deadline of September 13, 2024, featuring updated criteria that now include alignment with 10 best practices related to zoning, land use, development approvals, parking standards, and affordable housing initiatives.
Council endorsed the updated application and the associated actions and initiatives outlined in the staff report.
Waterfront Security Patrols Debrief Report
Following Council's direction, staff hired two security guards to patrol the City’s waterfront promenade during August and September. Council reviewed a summary report detailing the outcomes of these night-time patrols and directed staff to budget for summer security patrols at the waterfront within the 2025 budget.
CCTV Cameras Phased Approach
Council reviewed various options for the installation of CCTV cameras throughout White Rock and directed that cameras be installed in the East Beach area, spanning from Finlay Street to the Grand Chief Bernard Rober Charles Memorial Plaza, not including the plaza itself plus Memorial Park. The contract for the project was awarded to Houle Electric, with a value of $253,888.
Accessibility Advisory Committee Recommendations
Council supported a recommendation from the Committee and directed staff to bring forward a report outlining options for beach wheelchair storage locations, potential types of storage facilities, cost, and procedural implications.
Internal Community Hub Steering Committee
Council endorsed a recommendation from the Internal Community Hub Steering Committee to invite Urban Systems to attend the December 9 Council meeting to discuss their Community Hub Development Options Report.
Bylaws Receiving Final Reading
Two (2) bylaws received final reading:
- Bylaw 2523: No Secondary Suites Restrictive Covenant Discharge Bylaw (14401 Sunset Drive)
A bylaw to remove a restrictive covenant and priority agreement for a property at 14401 Sunset Drive.
- Bylaw 2524: Amendment for the Latecomer Interest Rate Bylaw
A bylaw in relation to the calculating of interest for latecomer charges under the Local Government Act.
