Public Meeting
A Public Meeting was held for Development Variance Permit No. 450 (1588 Johnston Road), which seeks relief from the minimum residential visitor parking stall designation requirement to permit a shared parking scheme (allowing for a mix of visitor parking stalls and stalls to be used for commercial use during business hours).
Council will consider issuance of this Development Variance Permit at the April 17, 2023 meeting.

2023-2026 Council Strategic Priorities with Timelines and Priority Level
Council supported the proposed timelines and priority levels for their 2023-2026 Council Strategic Priorities. View the 2023-2026 Council Strategic Priorities.
The “top” priorities of Council are to:
- Develop and build an affordable housing project.
- Develop and build a new community hub.
- Ensure future infrastructure resiliency by making decisions through a long-term lens.
- Improve permit process and reduce wait times.
- Implement city beautification projects.
2023 White Rock Sea Festival Program
Council received a report regarding the upcoming White Rock Sea Festival, which will take place August 5-6, 2023. The event will run this year without the parade however it will include roaming performers, interactive games and activities, vendors, mainstage performances, fireworks and more!
Semiahmoo Lacrosse Beer and Wine Garden Application
Council approved a request for a beer and wine garden for the Semiahmoo Minor Lacrosse Association’s Randy Ellis Lacrosse Days on Saturday, April 8, 2023 from 6:30 to 10 p.m. at Centennial Arena.
Solid Waste Collection – City Pickup
On January 16, 2023 Council directed staff to keep with the “status quo” for private and multi-family collection, with the exception of multi-family buildings with six or less units to have an option for city collection.
Following further direction from Council, a report came forward with options for additional multi-family garbage collection. Council approved the collection of multi-family residential solid waste to now include buildings with seven to fifteen units (garbage, recycling and green waste would need to be picked up at the curb in residential containers).

Council received a report regarding proposed changes for the “Beachway” development. ,Review the corporate report to see the application changes.
Application For Liquor Primary Licence for 15165 Russell Avenue (LL 22-035)
Council directed staff to hold a public hearing for the proposed Liquor Primary Licence at 15165 Russell Avenue. The proposed business “Galaxie Public House” would operate as a craft beer taphouse and would be open seven (7) days per week.
Consulting Services for Building Permit Application Review and Inspection Services
Council awarded a contract to Pontem Consulting Group to assist with the current backlog for building permit applications within the Planning and Development Services Department.
Bylaws Receiving Final Reading
Two (2) bylaws received final reading:
- White Rock Freedom of Information Bylaw, 2023 No. 2457: The bylaw stipulates a $10 fee for those submitting an FOI for City records and was brought forward due to changes within the FIPPA Legislation.
- Council Code of Conduct Bylaw No. 2456: A code to regulate the conduct of Council members.
Vacancy Property Tax on Commercial Properties
Council supported a resolution asking the province to provide local governments the ability to introduce a vacant property tax applicable to commercial properties.
This resolution will be forwarded to the Union of British Columbia Municipalities (UBCM) for their consideration in September 2023.
