Eva Olsaker, Government Finance Officers Association, attended virtually to outline the implementation process and to give an understanding of the overall task and how it will impact the City departments in order for a new ERP system to be installed for the City.
City of White Rock Annual Report
The 2022 Annual Report was presented to Council. Members of the public had an opportunity to provide their comments/ questions on the report through written submissions and by attending the meeting in person.
Following the opportunity for comments and questions Council endorsed the City of White Rock 2022 Annual Report.

2022 Statement of Financial Information (SOFI)
Council endorsed the City’s 2022 Statement of Financial Information (SOFI) report, which was provided to Council “On Table”, available on June 23, 2023. Now that the document has been finalized it will be submitted to the province, as required by the B.C. Financial Information Act.
White Rock Financial Plan (2023-2027) Bylaw, 2023, No. 2458, Amendment No. 1, 2023, No. 2474
Council received a report and provided initial readings for an amendment to the 2023-2027 Financial Plan. The amendment includes carry forwards of budgeted but unspent items in 2022, carried over to 2023 as well as one-time operating expense items that are being funded by the prior year’s surplus.

Written submissions on this amendment can be provided to Council by mail or by hand to White Rock City Hall, or by email to: clerksoffice@whiterockcity.ca with “Bylaw 2474” noted in the subject line up until noon on Monday, July 10, 2023.
Solid Waste Update
Council received an update report on the City’s Solid Waste collection to facilitate collection to now include from properties with fifteen or less units. An amendment for the Collection, Removal Disposal and Recycling of Solid Waste Bylaw came to Council later in the meeting and received its first three readings. Final approval for the bylaw will be considered on July 10th.
Encroachment Updates
Council received a report regarding encroachments in the City. To learn more about the different types of encroachments and how Council has directed the staff to handle these matters view the report here. A bylaw will come forward in future to outline this process.
Commemorative and Interpretive Sign Policy (Council Policy 175)
Council approved a policy to regulate commemorative and interpretive signage in the City of White Rock.
14937 Thrift Avenue and 1441, 1443-45 And 1465 Vidal Street – Zoning Bylaw Amendment (CD-68)
Council directed that a Public Hearing take place for an updated application for a multi-unit residential project consisting of purpose-built rental and affordable housing apartments.
Security Guard at the Parkade
Council directed that a security guard be placed in the evenings at the parkade at the waterfront in the months of July and August.
