DELEGATIONS
Council received two (2) delegations regarding:
- An update on strategic projects from the Peace Arch Hospital Foundation; and,
- A request to extend outdoor patio hours from the owner of 3 Dogs Brewing and The Beer Shack (Uptown Area).
Night Market by The Pier
Council received additional information on an approved proposal from the Greater Vancouver Food Truck Festival for a Night Market on the Promenade. The Night Market will feature vendors, food trucks, and live entertainment and will take place from 3:00 p.m. to 10:00 p.m. on Fridays from May 24 to September 20, 2024.
Staff will be reaching out to businesses on the waterfront to ensure that they are aware this event will be taking place.
Uptown Music Festival
Council approved a proposal from the White Rock Business Improvement Association for an uptown music festival to be held on Saturday, August 10, 2024. The event will run from 11:00 a.m. to 9:00 p.m. and will feature two stages, one at Miramar Plaza and the other in the Johnston Road / Russell Avenue parking lot.
Contract Award – Fire Hall Interior Renovations
Council received a report outlining interior renovations for the Fire Hall and approved:
- Additional funding of $150,000 in 2024 for this project in advance of final adoption of the 2024 Consolidated Five-Year Financial Plan;
- Additional funding of $122,000 through a budget reallocation from capital contingency to support the project;
- Award of the Fire Hall Interior Renovations to Wesbrook Construction Ltd. in the amount of $277,848 (excluding GST);
- Preauthorize an additional $38,779 to support the dispatch speaker scope;
- Award of construction management and contract administration to Dialog BCA Architectural in the amount of $20,480 (excluding GST); and
- The Director of Engineering and Municipal Operations to execute all contract documentation required for the project to proceed.
Grants-In-Aid Policy Review
Council approved the following changes to the Grants-in-Aid Policy:
- Merge the funding streams for General submissions and Arts and Culture submissions (previously funding for these two had been awarded separately).
- The limit for the allocation of funding was reduced from $2K to $1K to ensure that the available funding can be spread out to a larger number of applicants.
- New events will be given a higher priority for consideration of funding.
Housing Advisory Committee Recommendation
Council supported a recommendation from the Committee directing staff to review the process for streamlining the development application process within the Planning and Procedures Bylaw.
Bylaws Receiving Final Reading
Council gave final reading to the following bylaws:
- Bylaw 2497 – Street and Traffic Amendment Bylaw
- Bylaw 2494 – 2024 Fees and Charges Amendment Bylaw
- Bylaw 2496 – White Rock Financial Plan (2024-2028) Bylaw
