Public Meeting
A public meeting was held for Development Variance Permit No. 453 – 15661 Roper Avenue. This Development Variance Permit (DVP) application seeks a relief of 3.7 metres from the minimum exterior side yard setback requirement of 7.5 metres to enable the construction of a single-family house at 15661 Roper Avenue.
Council approved the Development Variance Permit later in the evening at the regular Council meeting.
Question and Answer Period
Six residents attended and/or submitted comments for question and answer period on a variety of topics to Council. All question and answer period submissions and their responses can be viewed on the City website.
Delegations
A delegation appeared before Council to discuss the lack of location for a day and night warming center in the White Rock/ South Surrey area.
2022/2023 Daytime Warming Centre Summary
An On Table report was provided from the Director of Planning and Development services summarizing the 2022/2023 daytime warming centre at Centennial Park.
A representative from Engaged Communities Canada Society (the organization who ran the centre) also attended to provide information on this topic. View the presentation.
Federal Housing Accelerator Fund Application Requirements and Recommended Process
Council received a report outlining the requirements for the City to apply for the Federal Housing Accelerator Fund.
Council directed staff to:
- Retain the services of a consultant to help prepare the application for the Housing Accelerator Fund; and,
- Prepare an Action Plan for Council consideration.
Summer Events – Request to Serve Liquor
Council approved the following three requests from event organizers to serve liquor and have beer and wine gardens at their events:
- Picnic on the Pier (August 10, 2023)
- Charcuterie on the Pier (September 2, 2023) and,
- Craft Beer Festival (September 23, 2023)
Commemorative Sign for Canadian Forces Snowbirds
Council directed staff to install a commemorative sign on the promenade near the entrance to the pier to recognize White Rock’s longstanding relationship with the Canadian Forces Snowbirds Air Demonstration Team.
Bylaws Receiving Final Reading
The following bylaws received final approval from Council:
- Bylaw 2474 – White Rock Financial Plan (2023-2027) Amendment Bylaw
A bylaw to amend the 2023 - 2027 Financial Plan to include carry forwards of budgeted but unspent items in 2022, carried over to 2023 as well as one-time operating expense items that are being funded by the prior year’s surplus. - Bylaw 2476 – White Rock Collection, Removal, Disposal and Recycling of Solid Waste Amendment Bylaw
A bylaw to amend the White Rock Collection, Removal, Disposal and Recycling of Solid Waste Bylaw 2015, No. 2084 to allow properties of up to 15 units to be eligible to receive city solid waste collection. - Bylaw 2365 – White Rock Zoning Bylaw Amendment Bylaw (RT 1 – 15570 Oxenham Avenue)
A bylaw to amend the "White Rock Zoning Bylaw, 2012, No.2000" as amended to rezone the property from ‘RS-1 One Unit Residential Zone’ to ‘RT-1 Two Unit (Duplex) Residential Zone’ to allow for the construction of a duplex.
