Delegations
Council received two (2) delegations regarding:
- appreciation expressed to the City for providing a warming centre for the 2023/2024 season, as well as a request for collaboration between White Rock and Surrey to establish permanent, affordable housing on the Peninsula; and,
- a request for the creation of a bylaw and additional signage to prohibit dogs on the running track at Centennial Park.
2024 Major Development Cost Charges Program Update
Council received a corporate report outlining staff’s proposed approach for the current year’s Development Cost Charges (DCC) major update, along with the draft DCC program and DCC rates. The City’s consultants provided a presentation on this topic (view here). Council endorsed the DCC major update approach for the basis of further public consultation in establishing the updated DCC Rates Bylaw, and approved consulting efforts be awarded to Kerr Wood Leidal Associates Ltd. to support the public consultation phase.
2023-2024 Daytime Warming Centre Summary Report
Council received a corporate report summarizing the operational period of the City’s Emergency Daytime Warming Centre for the 2023-2024 winter season. Upkar Singh Tatlay, founder and Executive Director for the Engaged Communities Canada Society, provided a presentation regarding the Society and the Extreme Weather Response in White Rock. White Rock Financial Plan (2024 – 2028) Bylaw, 2024, No. 2496 Amendment No. 1, 2024, No. 2504
Council received a corporate report and later gave three (3) readings for a White Rock Financial Plan (2024 – 2028) Bylaw amendment, which includes:
- carry forwards of budgeted but unspent items from 2023, which are being carried over into the 2024 financial year;
- updated budget amounts related to Council’s updated Exempt Compensation Policy; and,
- updates to reserve fund balance based on the 2023 General Fund Surplus allocations approved by Council at their April 15, 2024 Regular Council meeting.
These amendments do not change the 2024 utility user rates or property rates which have already been approved by Council.

Accessibility Committee Change of Committee Type
Council endorsed a recommendation to establish the City’s existing Accessibility Advisory Committee as a Select Committee of Council and approved an updated Terms of Reference. Councillor Trevelyan was appointed as Chairperson and Councillor Partridge was appointed as Vice-Chairperson for the Committee.
Reconsideration of Pier Accessibility Improvements Motion
Council reconsidered a previous motion regarding Pier accessibility improvements (to include a funding request for consideration during the 2025 Financial Plan). Council determined that they would like to see this process expedited and supported a new motion directing staff to proceed with the implementation of an accessible semi-permanent mat on the Pier using grants and funding from various organizations, as well as the Growing Community Fund.
Staff noted that there will still be a request for proposal process for the purchase and installation of the Pier mat, but this would be a priority item moving forward.
The next Regular Council meeting is scheduled for Monday, June 24, 2024.
