White Rock Tritons 2024 BC Premier Baseball League Champions
The U18 White Rock Tritons baseball team members attended in recognition of their BC Premier Baseball League’s Provincial Championship win. The Premier Championship win was the program’s first since 2003.
Cheque Presentation: Self Advocates of Semiahmoo Donation for Pier Accessibility Improvements
Council thanked members of the Self Advocates of Semiahmoo, who attended to present a cheque to the City of White Rock in the amount of $5,750. The money will be used towards an accessibility mat for the White Rock Pier.

City Survey Regarding White Rock Business Improvement Association (BIA) Membership Renewal
Council directed staff to conclude the City survey regarding the White Rock BIA. Survey results are expected to come forward in September.
Estimated Costs for Additional Bylaw Enforcement or Security Guards for Waterfront Patrols
Council directed staff to hire two (2) security guards for a trial period from August 1 to September 31, 2024, from 9 p.m. to 3 a.m. on the waterfront.
Consideration Of First Three Readings of White Rock Zoning Bylaw, 2024, No. 2506, Amendment (Cd 70 – 15052 Buena Vista Avenue) Bylaw, 2024, No. 2508 – 15052 Buena Vista Avenue
Council received a report regarding a Zoning Bylaw Amendment and a Major Development Permit application for 15052 Buena Vista Avenue, which, if approved, would allow for the subdivision of the lot into two (2) lots. The proposal is consistent with the City’s Official Community Plan and updated Zoning Bylaw. Council supported this application and gave three (3) readings to the Bylaw later in the evening.
As this application is compliant with the Official Community Plan, and in accordance with Bill 44, a public hearing was prohibited for this application. Notices were mailed out to inform owners and occupants within 100 meters of the subject property and notification was also provided in the Peace Arch News
Consideration Of First Three Readings Of “White Rock Housing Agreement (1441 Vidal Street) Bylaw, 2024, No. 2509
Council gave three (3) readings to the White Rock Housing Agreement Bylaw for 14973 Thrift Avenue and 1441, 1443-45, 1465 Vidal Street. This agreement will secure the proposed 139 residential units as market rental units for the life of the building.
Amendment To Major Development Permit 390 (Signage) – 1586, 1590, 1594, 1598 Nichol Road (MJP00037)
Council approved the amendment to Major Development Permit 390 with respect to signage for the mixed-use Beachborough (1590 Nichol Road) development. View signage changes.
Public Art and Culture Advisory Committee Recommendations
Council authorized staff to allocate funds from the Public Art Fund for:
- Interpretive signage at the Whaling Wall, in the amount of $2,400
- Interpretive signage at the Saltaire Public Art Installation, in the amount of $2,650
- The completion of the Johnston Road Crosswalk public art project, in the amount of $10,300
White Rock Financial Plan (2024-2028) Bylaw, 2024, No. 2496, Amendment No. 2, 2024 No. 2507
Council gave final reading to an amendment bylaw for the White Rock Financial Plan which includes:
- Allocation out to City departmental budgets of the negotiated CUPE wage settlement increases, which had been sitting in the Fiscal Services departmental budget;
- New budget for the accessibility mat for the Pier; and
- Increased budget for Bayoxide Media replacement for the Water Utility, funded from funds already set aside in the Water Utility Operating Reserve Fund.
Dogs on the Promenade: Trial Period Until September 30, 2024
